The recitals

  • the City of Ottawa is experiencing significant growth and rapid new development in suburban-rural transects, with a substantial increase in new housing starts and sub-division projects planned
  • it is crucial to prioritize and invest in major transportation infrastructure projects to support growth and intensification, including developing these areas into 15-minute communities and promoting healthy, connected streets as outlined in the New Official Plan
  • Policy 5-7 of the Transportation Master Plan (TMP) expects an increase in the percentage of funding allocated to sustainable transportation projects in the TMP Capital Infrastructure Plan compared to previous plans, and this same shift is expected to apply to the collection of Development Charge (DC) funding for transportation infrastructure to support growth and intensification
  • Policy 8-1 and 9-4 of the TMP Part 1 emphasizes the need to establish mechanisms for reviewing and reprioritizing projects as land use and transportation patterns evolve, and to review the use and structure of front-ending agreements to support the delivery of transportation infrastructure where appropriate
