- the Code of Conduct for Members of Council (By-law No. 2018-400), Part III, Section 9 – Investigation, provides that a “Member who is the subject of an inquiry may consult with a lawyer”, and that if “[…] the complaint is dismissed or no contravention is found, the Member may charge the applicable expenses to their Constituency Services Budget”
