- Council may vote to approve the Zoning By-law Amendment to permit the BESS despite the recommendation for refusal by Agricultural and Rural Affairs Committee
- the necessary plans and reports for Site Plan Control are preliminary, contain multiple errors and/or are incomplete
- such a project should proceed with caution given the potential implications to the neighbouring property owners
- a holding provision could ensure that all plans and reports related to Site Plan Control are completed and approved to the City’s satisfaction prior to the zoning for a BESS being in full force and effect
