The recitals

  • Official Plan policy 4.1.2, section 11 requires that, as part of road reconstruction projects, sidewalks be pursued where possible on all existing local roads in the Urban Area and Villages, and this policy is also referenced in the Transportation Master Plan
  • the design for the Manor Park integrated infrastructure renewal project includes sidewalks on a number of local streets
  • the original inclusion of sidewalks on all streets was advanced through the integrated project for efficiency, rather than based on a detailed, network-based prioritization of pedestrian connectivity
  • stand-alone sidewalk projects included in the Transportation Master Plan and delivered through the Pedestrian Facilities Program were selected based on a number of criteria, including community connectivity (i.e. routes to transit, schools, commercial areas, and other community destinations); network contribution (i.e. role in addressing missing links, availability of alternative routes); improvement to safety and/or comfort relative to existing conditions; and implementation considerations
  • prioritizing sidewalk implementation based on connectivity, network contribution, and overall benefit reflects the City’s established approach to evaluating and delivering stand-alone pedestrian infrastructure
  • staff have advised, through application of the City’s pedestrian prioritization criteria, that sidewalks on Kilbarry north of Arundel, Arundel east of Kilbarry, Jeffrey, and Braemar represent higher-value connections due to their role in supporting access to transit, schools, and key destinations, while sidewalks on Arundel west of Kilbarry and Kilbarry south of Arundel provide less network benefit and are considered lower-priority from a connectivity perspective
  • delaying direction on sidewalk placement could impact the construction timeline for the integrated renewal project since the contractor needs to prepare plans and coordinate construction activities, subcontractors, and suppliers in order to meet its contract obligations.
